I think Bone Dragon Staff and the Charr Staff (Bonus Mission Pack) are both nice for a necro.
Bone Staff is also cool if u are looking for something cheaper.

As far as stats are concerned, yes, the Ghial's staff mods (+5e, 20/20, 20% +1 death) is still the best as far as staves go. There can be some debate as to whether a gold/collector/crafter staff with the same mods, which does cold damage (gogo spinal shivers), or Ghial's staff, which does dark damage (take that, rangers!), is better. Though that hardly matters since staff damage is pretty trivial any way you cut it.
If you want to move to a wand/focus combo, 20/20 wand plus a 20 HCT/20% +1 death focus is the way to go. Many consider this slightly better than Ghial's staff.
Sometimes you hear people suggest a 20 HCT, 20/20, 20% +1 death staff. This is strictly inferior to the wand/focus set above. If you want HCT, use that.
Sometime you hear people suggesting woe spreader or other staves with +hp mods. This is idiocy. If you don't understand why, search these forums. It's been explained at great length several times before.

If you do not care about skin, you probably do not care about it being staff too.
I would suggest going after collectors focus + wand. 20/20 set ideally.

How do you figure? The wand/focus set has +12e instead of +10e, which isn't a very significant advantage. The HSR on the staff has no attribute, so it will apply to all spells, which can be advantageous. I would consider either a workable choice.

Like what? Aside from EBSoH, I can't think of a single non-death spell that benefits from HSR that you should even be thinking of running on a MM. And, in any event, you can weapon swap if you really, really care about maybe getting HSR on your non-death spells.

Well... the 5 second recharge on Foul Feast hurts. Still, a HSR mod wouldn't really help that.
